The Selangor state government will use the Smart Road Asset Management System (SRAMS) for the quicker and more efficient monitoring, identification and repairing of damaged roads in the state, the Selangor Journal wrote.

The technology used by the system is developed by state-backed subsidiary Selgem, and combines artificial intelligence, detection and light expansion, according to the Selangor Journal. The equipment deployed includes smart drones and 360-degree cameras, and is aimed at facilitating the process of identifying road damage – such as potholes – automatically, and to digitise workflow and processing of complaints, it said.

This system will support the application for reporting potholes in roads (IRS) created by the Smart Selangor Delivery Unit, with the aim of making it easier for members of the public to file complaints which are accompanied by photos.

SRAMS will also help government agencies analyse the condition of highway assets which have been affected by the major floods that occured in Selangor late last year, said Selangor MB Datuk Seri Amirudin Shari.

“Through this system, user can not only file reports on a road’s quality and the shape of the ground surface, but also include [reports of] other accessories such as lights, traffic lights and road dividers. The system is very efficient, hence why we requested [that] it be combined with IRS, whereas before reports were made by the public through Waze,” Amirudin said.

All local authorities (PBTs) in the state will use the system by June, in order to standardise assets and road maintenance, he added. “We will see how it goes, perhaps by the middle of the year we will combine the system with all PBTs, as for the time being it is still with the Selangor public works department,” the Selangor MB said.

THE PJ City Bus and Smart Selangor free bus services for Malaysians should be seen as an “exclusive initiative” by the Selangor government for locals to enjoy the various public facilities in the state.

“The move to charge foreigners a 90sen fare is actually a common method by a government (in other countries) to differentiate the privileges citizens and foreigners would be entitled to when using services provided by the government,” said SSDU Innovations Sdn Bhd (Smart Selangor Delivery Unit or SSDU).

“This is similar to that of hospital or health clinic services, where charges vary for citizens versus foreigners.”

SSDU said this in a statement, following online articles quoting several NGOs that called for the Selangor government to rescind the 90sen fare for foreigners using the PJ City Bus services.

While the 90sen fare for foreigners using the free PJ City Bus service started on Sunday (Jan 15), SSDU pointed out that a similar move to also charge 90sen fee for foreigners started in March 2021 for all Smart Selangor bus services operated by all local councils in Selangor.

“The Smart Selangor bus service aims to provide a comfortable and free public transport service for Malaysian citizens, particularly those who reside in Selangor,” continued SSDU in its statement.

“The 90 sen fee for foreigners using Smart Selangor and PJ City Bus services is not a form of discrimination or oppression.

“The money will be used for the maintenance of these buses and to partially cover the cost of running such services for the public.

“The move to introduce fee charges since 2021 has been supported by locals as they feel 90sen is a nominal fee for using buses that are clean, comfortable and air-conditioned.”

According to Petaling Jaya City Council (MBPJ), almost 15% of PJ City Bus users were made up of foreigners.

Locals will have to scan a QR code on the Citizen E-Payment (Cepat) app when boarding and departing the bus.

Senior citizens and children were exempted from this move; the former just needed to show their MyKad to the bus driver as proof of identity.

PETALING JAYA,  1 MAR 2022 : Motorists in Selangor have been reminded that payment for parking will go fully online from April 1 in all districts, except for Sabak Bernam and Hulu Selangor.

The state began implementing this system gradually from Jan 1 to give motorists adequate time, said state local government, public transport and new village development committee chairman Ng Sze Han.

He said the use of paper parking coupons and manual payments via coin machines would end on March 31.

“These methods will be replaced by a fully digital payment system — the Smart Selangor Parking (SSP) app — beginning April 1,” he told FMT.

Ng said about two million motorists had signed up for the app.

The app, which can be downloaded from the Apple App Store, Google Play Store and Huawei App Gallery, requires users to fill in their car registration number and pay according to the parking hours.

Ng said motorists who do not own smartphones or online banking accounts can make payments and top-up credit for e-coupons through 100 shops appointed by the state that will display the signs “SSP” and “e-coupon sold here”.

“Unlike before, senior citizens need not walk back to their car and place the printed receipts as payment is recorded online for enforcement officers to check virtually.”

He said those with unused coupons can convert them into credit through the SSP app from March 16 to April 30.

Ng also announced that special two-hour parking zones, called “Zon 2 Jam”, will be implemented in busy commercial areas this year.

“Motorists will only be allowed to park for a maximum of two hours at these places. After that, they will need to move away.

“The rates for these zones will be the same. The main purpose is to have more frequent rotation of parking lots to ease the current problem experienced by motorists in busy commercial areas,” he said.

SELANGOR, 28 FEB 2022 : In slightly more than a month, Selangor will fully achieve its digital parking system dream as scratch and display coupons will no longer be accepted in the Golden State.

The Smart Selangor Parking (SSP) app, which makes it all happen, will bring Selangor closer towards its aspiration to become Southeast Asia’s premier smart state by 2025.

The man behind the move, Local Government, Public Transportation and New Village Development Committee chairman Ng Sze Han, had steadfastly nurtured Selangor’s pre-pandemic digitalisation ambitions and pushed the state’s agenda forward when Covid-19 made it almost impossible for in-person interactions to take place.

In an interview with Selangor Journal, Ng said the SSP app continues to record achievements that cement its position as the premier parking app in the country.

“From the time it was launched (on July 1, 2018) until February 10, the number of users registered with the digital parking payment system has been increasing, reaching 1.89 million at present.

“Parking payments made through SSP have helped to save approximately 981,159 kg of paper,” he said, adding that based on its sheer number of users, SSP still maintains its position as the most popular parking app in Malaysia.

Comparatively, the councillor had told the media on March 19 last year that 1.5 million users were registered with SSP, and the app had saved 634,994 kg of paper.

The SSP app is now used by 10 local councils covering Shah Alam, Petaling Jaya, Subang Jaya, Klang, Kuala Langat, Ampang Jaya, Kajang, Sepang, Kuala Cashless parking catches on Selangor and Selayang.

“However, it does not cover Sabak Bernam and Hulu Selangor as parking in these two areas is still free,” he said.

Easy to use

On January 3, the state government abolished on-street parking fees using coin machines or the manual coupon system and enforced e-coupons through the SSP app, available on the Apple App Store or Google Play Store.

However, the public is allowed to finish up their supply of scratch-and-display coupons by March 31, after which payment for parking will only be available via the SSP app.

“So far, public reception has been very good. There are maybe two or three complaints as some do not understand how the app works.

“We have explained to them how SSP is much easier to use and saves time even for senior citizens, or those who do not own smartphones or visiting from outside of Selangor, as they can easily get the e-coupons through the appointed agents.”

Ng said that local councils, along with Smart Selangor Delivery Unit (SSDU), the developer of SSP, will also conduct an awareness campaign to encourage more people to download and use the app.

“More people will be invited to become e-coupon agents. Those who are interested can apply through the SSP app and they will get a commission for their service,” he said, adding that convenience store owners are appointed as agents.

As of February 22, a total of 100 convenience store owners have been selected as agents to assist in the smooth implementation of the e-coupons.

Less maintenance

The SSP app has made enforcement work easier as council workers can now scan a vehicle’s plate number to check its parking status.

He said based on a survey, there was an increase of between 30 and 50 per cent in the number of people paying for parking after the SSP app was introduced.

“So it is not that people do not want to pay (for their parking) but they may be discouraged by the hassle as sometimes the coin machines break down or the parking coupons are jammed, or by having to buy separate parking coupons from different local councils,” he said.

By using SSP, local councils can also reduce the cost of running parking lots as they no longer need to appoint contractors to service the parking machines, which cost a lot.

“SSDU fully maintains the app and system, so the local councils only need to ensure that the on-road parking bays are painted every one or two years,” he said.

Enhancing parking

Ng said the big data collected from SSP would be used to enhance Selangor’s parking system by identifying the need to increase parking bays or build multi-level car parks in congested areas.

He said that the data would also help the state enforce the two-hour parking rule in certain city areas, especially at highly sought-after locations like banks.

“This ruling will not cover the whole area but maybe for a certain number of parking lots. When office workers park their vehicles at a certain spot for the whole day, visitors often find it difficult to find empty slots during their short visit,” he said.

He added that many cities have successfully implemented cashless parking, including Kuala Lumpur.

EXCO Kerajaan Tempatan Ng Sze Han berkata lebihan kupon itu akan dikreditkan ke dalam aplikasi Smart Selangor Parking (SSP).

“Proses penebusan akan dimaklumkan selepas itu dan mungkin mereka perlu ke PBT untuk menebusnya.

“Setakat ini, maklum balas dan sambutan penggunaan e-kupon diterima baik berikutan pandemik dan kita menggalakkan jika masih belum menggunakannya, mereka habiskannya,” katanya.

Kerajaan Selangor memansuhkan penggunaan kupon parkir kertas gores dan menguatkuasakan e-kupon melalui aplikasi SSP yang boleh dimuat turun di App Store atau Google Play Store.

Setakat ini, orang ramai masih dibenar menggunakan kupon parkir bergores di seluruh PBT negeri ini sehingga hujung Mac bagi membolehkan mereka menghabiskan stok sedia ada.

SHAH ALAM, 7 JAN 2022 : Aplikasi Smart Selangor Parking (SSP) memudahkan orang ramai di negeri ini berbanding kupon parkir bergores yang digunakan secara manual.

Pegawai acara dan pemasaran Muhammad Syafiq Abdullah Shatri, 31, berkata aplikasi parkir digital itu memberi kelebihan kepada pengguna terutama ketika kecemasan apabila tidak perlu mencari premis niaga bagi mendapatkan kupon letak kenderaan.

“Penggunaan kupon kertas agak lambat kerana kadang-kala habis sedangkan kita ada kecemasan. Dengan adanya aplikasi ini amat memudahkan dan mempercepatkan urusan harian.

“Secara peribadi, saya pernah kena saman kerana tidak sempat gores kupon baharu berikutan tempoh mesyuarat dilanjutkan,” katanya kepada SelangorKini.

Penjawat awam Nurul Munirah Yahya, 31, berkata sebelum ini beliau membeli kupon parkir bergores untuk tempoh sebulan bagi memudahkan urusan dan mengelakkan disaman.

“Namun, kini saya mula menggunakan aplikasi itu dan memang mudah kerana selain menjimatkan masa, ia juga dapat memeriksa tempoh parkir.

“Jika perlu melanjutkannya, saya hanya perlu menambah menggunakan aplikasi sahaja,” katanya.

Pembantu operasi Perpustakaan Awam Selangor Abdullah Majid, 44, berkata penggunaan aplikasi dapat mengurangkan modal cetakan kupon bergores.

“Modal untuk tujuan itu sudah pasti agak tinggi dan dengan adanya aplikasi ini menjimatkan penggunaan kertas sekali gus dapat menjaga kelestarian alam sekitar,” katanya.

SELANGOR, 2  JAN 2022 : From tomorrow (Monday, January 3, 2022), payments for all public parking spaces in Selangor will be cashless and accepted only via online apps under Selangor Smart Parking (SSP) scheme.

The SSP mobile app was introduced in 2018 and with around 1.7 million users, the Selangor government is going ahead with full implementation as planned.

Paper coupons can be used till March 31,2022/

While parking payment machines will no longer be operating, there will be motorists who have paper parking coupons left.

These can still be used until March 31, 2022. There will also be a mechanism to credit the remaining value of the paper parking coupons into the SSP app, in the event that the paper coupons cannot be used up by the deadline.

For added convenience, two other mobile apps can also be used to make payments – the Touch ‘n Go eWallet and Flexi Parking.

If you don’t have a smartphone

Understanding that there may be some people without smartphones or who do not use mobile banking services, there is also the option of making payments to obtain SSP eKupons. These will be available at agents such as 7-Eleven, 99Speedmart and MyPOSPay. They can be identified by signs with the SSP logo and ‘eKupon Parkir DiJualDiSini’.

The SSP app, available for iOS and Android smartphones and devices, can also be used for paying compound fines issued by all town and city councils within Selangor.

SELANGOR, 31 DEC 2021 : The use of paper parking coupons and manual payment via coin machines for street parking in Selangor will end on 31 December 2021. These methods will be replaced by a fully digital payment system which can be made via the Smart Selangor Parking (SSP) app beginning 3 January 2022.

The app, which can be downloaded from the Apple App Store, Google Play Store and Huawei App Gallery, requires users to fill in their car registration number and pay based on the parking period.

Motorists who do not own a smartphone or online banking, however, can make payments and top-up credits for e-coupons through physical e-coupon agents such as 7-Eleven, 99 Speedmart and MyPOSPay that bear the SSP and ‘e-Coupon sold here’ signs.

Meanwhile, those who still have leftover paper parking coupons need not fret as they are given until 31 March 2022 to use them up.

As an alternative, parking payments can also be made through Touch ‘n Go eWallet and Flexi Parking apps.

Speaking to reporters back in March, State Local Government, Public Transport and New Village Development Committee chairman Ng Sze Han said the SSP app has been standardised and used in local authorities statewide.

He also claimed that by using the app, the state government can save a total of 634,994 kg of paper.

Taking into account the difficulty of getting a parking bay at certain commercial areas in Selangor, Ng said the state government would create a hot zone that has a maximum time limit to provide convenience to other motorists.
