SHAH ALAM, 16 MAC 2022 : Kerajaan Selangor menggunakan Sistem Pengurusan Aset Jalan Pintar bagi memantau, mengenal pasti dan membaiki jalan raya rosak dengan lebih pantas dan efisien.

Sistem yang menyokong aplikasi pelaporan jalan berlubang (IRS) yang diwujudkan Smart Selangor Delivery Unit sebelum ini turut memudahkan orang ramai membuat aduan secara bergambar.

Dato’ Menteri Besar Dato’ Seri Amirudin Shari menjelaskan ia juga membantu agensi kerajaan menganalisis keadaan aset jalan raya yang terkesan susulan bah besar Disember tahun lalu.

“Melalui sistem ini, pengguna bukan sahaja boleh membuat aduan mengenai kualiti jalan dan bentuk muka bumi tetapi aksesori lain seperti lampu, lampu isyarat dan pembahagi jalan.

“Sistem ini sangat berkesan, sebab itu kita minta digabungkan dengan IRS yang mana sebelum ini memberi peluang pelaporan kepada awam dalam sistem Waze,” katanya selepas melancarkan sistem itu hari ini.

Ditemui di pusat pentadbiran rasmi Kerajaan Negeri di sini, Amirudin menambah kaedah pelaporan aduan akan diperluas ke media sosial menggunakan tanda pagar khas.

Beliau turut memaklumkan sistem itu diguna pakai di seluruh pihak berkuasa tempatan (PBT) selewat-lewatnya Jun tahun ini bagi menyeragam penyelenggaraan aset dan jalan raya.

“Kita lihat perjalanannya, mungkin pertengahan tahun ini kita akan mula menggabungkan sistem ini dengan semua PBT, ketika ini masih lagi dengan Jabatan Kerja Raya Selangor,” katanya.

Teknologi dibangunkan Selgem Sdn Bhd (Selgem) melalui tenaga pakar tempatan pada awal 2021 menggabungkan teknologi kecerdasan buatan (AI), pengesanan dan perluasan cahaya (LiDAR).

Turut dilengkapi dron pintar dan kamera 360, ia merangkumi proses pengecaman kerosakan jalan seperti lubang secara automatik, pendigitalan aliran kerja dan aduan.

SHAH ALAM, 14 MAR 2022: Sultan Selangor, Sultan Sharafuddin Idris Shah berkenan kerajaan negeri memberi penekanan lebih serius terhadap usaha menangani masalah banjir yang semakin kerap berlaku.

Ia termasuk menyediakan pelan kerja mendalam dan melebarkan sungai, sistem perparitan dan membina kunci air di lokasi penting dengan mengambil kira kadar taburan hujan serta jadual air pasang laut.

Sultan Sharafuddin menzahirkan rasa sedih dan dukacita berkenaan kerana melihat kesan kerosakan teruk akibat banjir yang terpaksa dihadapi oleh rakyat.

Baginda bertitah, kerajaan bukan saja menanggung kerugian, malah, rakyat akan terbeban jika semua pihak masih tidak serius dan sambil lewa dalam mendepani bencana itu.

“Sejak tragedi banjir besar di Selangor pada 1971, kita sudah belajar untuk menyediakan pelan tindakan sebelum dan selepas banjir apatah lagi dengan jumlah penduduk yang kini mencecah lebih 6.5 juta orang.

“Kerajaan Negeri harus mempunyai perancangan masa depan yang lebih efektif supaya rakyat tidak lagi merana dengan masalah banjir,” titah baginda ketika menyempurnakan istiadat pembukaan Persidangan Dewan Negeri Selangor Ke-14, hari ini.

Persidangan penggal kelima selama dua minggu itu dijangka membahaskan isu antaranya bencana banjir, belanjawan negeri dan persediaan menghadapi fasa endemik.

Titah Sultan Sharafuddin, kerajaan negeri dan kerajaan Persekutuan diharap mengenepikan perbezaan fahaman politik supaya dapat bekerjasama menangani masalah banjir di Lembah Klang.

“Kaedah terbaik menangani banjir perlu dikenalpasti segera termasuk mendapatkan khidmat kepakaran serta teknologi baharu dari dalam dan luar negara.

“Beta mahu semua pegawai, agensi dan jabatan di bawah kerajaan negeri lebih proaktif menyelesaikan masalah banjir serta tindakan cepat diambil kerana ia melibatkan nyawa dan kerugian harta benda,” titah baginda.

Baginda bertitah, kerajaan negeri perlu mendepani penggunaan teknologi digital untuk ramalan supaya operasi Smart Disaster Management dapat segera diwujudkan.

“Penggunaan infrastruktur digital Selangor Gigabit Network (SeGNet) dan Smart Selangor Hybrid Cloud Data Centre (SSDC) harus diupayakan kepada semua agensi kerajaan, pejabat daerah dan tanah (PDT) dan pihak berkuasa tempatan (PBT) bagi penyaluran data lebih cepat dan berkesan.

“Pusat kawalan Smart Selangor C5i Operations Centre (SSOC) bagi pengurusan bencana juga harus diperkasakan termasuk penggunaan teknologi kawal perintah dan pemantauan automatik serta mengembangkan penggunaan infrastruktur digital ke setiap PDT,” titah baginda.

Selain itu, Sultan Sharafuddin mahu projek seperti pembinaan ban atau mendalamkan sungai dilakukan dengan sempurna bagi mengelak banjir lebih buruk berlaku.

“Beta juga berharap kerajaan negeri mengukuhkan tindakan penguatkuasaan terhadap pihak yang terlibat dalam kegiatan pencemaran sungai yang menjadi punca utama banjir,” titah baginda.

Dalam pada itu, baginda menzahirkan penghargaan kepada lebih 20,000 petugas sama ada agensi kerajaan negeri dan Persekutuan yang membantu sepanjang operasi banjir sebelum ini.

“Sebanyak 227 pusat pemindahan sementara (PPS) dibuka bagi menempatkan lebih 47,000 mangsa banjir dengan 3,503 aset dan keperluan logistik digerakkan ke kawasan terjejas.

“Kerajaan negeri turut menyalurkan bantuan bagi meringankan beban mangsa banjir menerusi Bantuan Selangor Bangkit (BSB) berjumlah RM106 juta,” katanya.

ASIA PACIFIC, 9 MAR 2022 : Amazon Web Services (AWS) signed a new Cloud Framework Agreement (CFA) with the Malaysian government, together with local IT provider and AWS Partner Radmik Solutions Sdn Bhd, to help accelerate cloud adoption in the public sector and help agencies save costs, boost digital skills, and drive innovation. The CFA enables Radmik Solutions, an IT systems integrator and technology service provider in Malaysia, and now an AWS Managed Service Provider, to provide consulting and technology services to government agencies and contribute towards the growth of Malaysia’s digital economy. AWS is the first international cloud service provider to have concluded and signed a CFA with the Malaysian government, as part of our long-term commitment to support Malaysia’s digital transformation.

Smoothing the path to innovation

Malaysia’s government agencies and departments can now access AWS Cloud services through a streamlined procurement model to drive innovation and digitize government services for citizens. The CFA removes the administrative overhead for individual agencies and departments through favourable, pre-negotiated contract terms and conditions, which streamlines the cloud adoption process for government agencies and helps them save costs as a result of the economies of scale achieved from the aggregated procurement.

Malaysian government agencies now have a consistent approach to access and use all AWS services in any of AWS’s 84 Availability Zones spanning 26 geographic regions around the world, without having to negotiate separate contract terms. They will be able to leverage the breadth and depth of more than 200 fully-featured AWS Cloud services, including AWS’s industry-leading security capabilitiesglobal infrastructure, and comprehensive security and compliance controls validated by third-parties.

“Aligning to Malaysia’s MyDigital initiative, the Government has published a ‘Cloud First Policy’ circular to provide guidelines for adopting cloud computing technology in the implementation of ICT projects to further improve public service delivery,” said Adi Azlan, Principal Assistant Director of the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) at the Prime Minister’s Department.

The flexibility in access to AWS Cloud services encourages experimentation with new ideas to accelerate innovation within the Malaysian government, as well as the ability to deliver new citizen services more quickly and at a reduced cost. The AWS services offered include AWS Enterprise Support to provide close guidance and best practices, and AWS Professional Services for agencies that need to obtain more guidance on complex projects.

Driving local economic growth for public sector organizations

The CFA is part of AWS’s ongoing commitment to support the Malaysian government’s Digital Economy Blueprint, which is the country’s roadmap towards becoming a regional leader in the digital economy. Our Malaysian customers include large public sector organizations, such as the Ministry of Higher Education and the Smart Selangor Delivery Unit in the Selangor State Government, as well as leading companies like Petronas and innovative startups like Storehub.

The Department of Polytechnic and Community College Education in Malaysia’s Ministry of Higher Education used AWS to reduce downtime in delivering education services on its cloud-based learning management system, Curriculum Information Document Online System (CIDOS). Their CIDOS is now the largest integrated cloud-based education platform in Malaysia’s public sector, delivering a full year of academic curriculum online for over 110,000 students and 7,000 lecturers across 36 polytechnics. Additionally, the Selangor State Government adopted AWS Cloud technology to build and run its Citizens Electronic Payments Platform (CEPat), which enables citizens to access paid government services on their mobile or through the web.

The Department of Statistics Malaysia (DOSM), which collects national economic and social statistics, became the first Malaysian federal government agency to migrate to AWS in 2020. While the agency typically only takes three months to conduct Malaysia’s national census, it needed to maintain its costly on-premises infrastructure year-round. By switching to cloud services, DOSM now only uses cloud resources as needed, saving costs and improving scalability. DOSM migrated its citizen-facing services to the cloud using various AWS services and worked alongside AWS Partners Uberfusion and Integriti Padu (IPSB Technology) to handle traffic spikes, improve security, and help census workers access DOSM’s cloud-based e-learning solution. On AWS, DOSM’s census portal can handle 100 percent of its traffic at any time, including at a peak of 200,000 users. In total, DOSM helped nine million users access Malaysia Census Data on AWS.

AWS has an extensive network of AWS Partners in Malaysia, such as Maxis Enterprise and Radmik Solutions, who help support Malaysian businesses and organizations in their cloud journey. Radmik Solutions will offer consulting and technology services to government agencies as the local Managed Services Provider in the CFA.

research report by AlphaBeta found that 149 million workers in Asia Pacific apply some form of digital skills in their jobs today. However, the need for advanced cloud computing and data skills in the region is expected to increase five-fold by 2025. Digital skills training will be key to accelerating innovation in Malaysia.

To help accelerate innovation with the Malaysian Government, AWS will provide training support for selected federal government employees via on-demand digital courses, facilitated training events, and instructor-led classroom training. These initiatives aim to help government employees develop the skills and expertise needed to implement cloud technologies at scale, make better data-driven business decisions, and innovate new services to drive improved outcomes for citizens.

This training support is part of AWS’s broader commitment to help develop a digitally-trained workforce to power Malaysia’s digital economy. In January 2022, AWS launched the re/Start program in Malaysia, through free cloud computing courses offered by Malaysia-based UNITAR International University.

SHAH ALAM, 24 JUN 2021 : The Smart Selangor Delivery Unit (SSDU) is developing a system to monitor the pollution of its water resources which is expected to launch this year.

SSDU managing director Dr Fahmi Ngah said the system is developed in collaboration with private entities and seven other initiatives.

The initiatives include Covid-19 transmission monitoring; maintenance and road control; smart street lights; small and medium enterprises ecosystem; government’s processing and approval system, digital payment platform and air quality index monitoring.

“The matter is being discussed in detail, and the state government will announce it soon.

“This month, we have expressed our wish to get participation from private sectors for the initiative,” he said when contacted by SelangorKini, yesterday.

Several Smart Selangor mobile applications offer services for daily use, such as Smart Selangor Parking, Citizen E-Payment Platform, and Scan To Ride.

The initiatives help improve public services and facilitate public affairs and Selangor’s mission as a smart state by 2025.

SHAH ALAM, 19 APR 2021 : Wholly-owned subsidiary of Menteri Besar Selangor (Incorporated) (MBI), Smart Selangor Delivery Unit (SSDU) has launched three main Selangor Smart Digital Infrastructure (SDI) initiatives

The initiatives are the Selangor Gigabit Network (SeGNet), the Smart Selangor Hybrid Data Centre (SSDC), and a local Cloud Computing Infrastructure, co-developed with Telekom Malaysia (TM), Amazon Web Services (AWS), and NetApp.

The launch marked Selangor’s readiness to accelerate its digital transformation programmes for its public sector and Government-linked Companies (GLC).

SSDU’s Managing Director,  Fahmi Ngah said the Smart State implementation is to develop a ‘digital layer’ which will guarantee proper operations of the Smart State in the same way on how a human body functions.

SeGNet is co-developed with Telekom Malaysia (TM) which which allows Selangor to offer 3gps internet connectivity for their public sector and the partnership has facilitated the SSDC with a tier-4 ready data storage facility.

Additionally, the SSDC houses Malaysia’s first AWS outposts, fully managed service that offers the same AWS infrastructure, AWS services, APIs, and tools virtually any data centre, co-location space, or on-premises facility for a hybrid experience.

Selangor’s Chief Minister, Amirudin Shari said the SSDU is one of the many ‘firsts’ created in realising the State’s vision to develop Selangor as a Smart State.

“The need for these digital innovations has also been echoed by the Government as key components to realise its MyDIGITAL plan which has set the target at 80 percent usage of cloud storage across the Government in 2022.

“With these SDI initiatives cementing the digital foundations of our Smart State, I am confident that the Selangor government has now moved closer to achieve its aspirations of realising many more smart services for the government and the people,” he concluded.

Speaking at the press conference after the launch, the Chief Minister has added that the Selangor state government has invested RM369 million to date on the Smart State initiative.

“Previously, we committed a budget of RM50 million in this sector and aimed to use about RM300 million by the end of 2025. However, we saw that importance of going digital so we invested RM369 million now to accommodate the Smart State initiative led by SSDU,” he added.

The Smart State investments are accumulated via the state’s GLCs and also the state funding to expedite the process of the state’s digital transformation.

Commenting on a possible state-federal collaboration on the Smart State initiative, the Chief Minister has said that the state welcomes any kind of collaboration and partnership to increase the digital movement in the state.

“One of our current partners is Telekom Malaysia, which is under the federal government-linked companies. This shows our openness and readiness to work with everybody to make sure that we can achieve our targets,” he concluded.

Recently, SSDU has also continued their partnership with Maybank Berhad for the Smart Selangor e-Souq online store initiative on the Maybank Sama-Sama Lokal Platform to expand the online Ramadan e-bazaar programme wider across Selangor.

The collaboration is aimed to expand the opportunities for traders on the e-Souq online store on Sama-Sama Lokal, to sell iftar cuisines and Hari Raya products online as an alternative or complementary to the existing physical Ramadan bazaar.

SHAH ALAM, 19 APR 2021 : Selangor is leveraging the disruption caused by Covid-19 crisis to accelerate digitalisation agenda amid the high demand of online operations since January last year.

Smart Selangor Delivery Unit (SSDU) MD Dr Fahmi Ngah said as a start, Selangor has already invested and cooperated with Telekom Malaysia Bhd (TM) to provide the state government with a higher Internet speed connectivity for the state agencies.

Known as Smart Selangor Gigabit Network (SeGNet), TM and SSDU have agreed to upgrade the speed connectivity up to 3Gbps, which will enable public sectors in Selangor to have seamless data processes connected to the state data centre.

The initiative, named Smart Digital Infrastructure (SDI), has four of 12 local councils subscribed to the facility so far.

Besides faster connectivity, TM will also facilitate a localised Smart Selangor Hybrid Cloud Data Centre (SSDC) with Tier-4 ready data storage facility for the state, Fahmi unveiled in his presentation about SDI last Friday.

“This is in line with the MyDigital (Malaysia Digital Economy Blueprint) plan agenda by the federal government which targets 80% of cloud computing services in government agencies by 2022.

“If there is one state which is ready to achieve this, it will be Selangor,” Fahmi added.

The MyDigital initiative, announced in February, is also aiming for the digital economy to contribute 22.6% to GDP and provide 500,000 jobs in the related market.

Fahmi said the agency will still have to convince other local councils, as well as other agencies to invest in the initiative.

SSDU was tasked to make Selangor the smart state in the region by 2025, per blueprint that was set in 2016.

He also said some adjustment was made to the master plan to make sure the “smart” term used by the state will always reflect the needs of the citizens.

From a total of 12 domains in the earlier plan, he said SSDU has shifted its focus to only four domains — Smart Government, Smart Economy, Smart Community and SDI.

Among others, SSDU plans to open as much collected data as possible in the state for its residence by 2025, to prove the level of reliability and transparency of the system that can be enjoyed by the citizens through the Internet of Things.

For instance, the waste management data daily collected and managed by the SSDU command centre will be useful information to check and keep tab the service levels provided by the waste collector.

As of now, all garbage trucks in the state are being monitored by the command centre via live GPS installed in the lorry collector.

Selangor Mentri Besar Datuk Seri Amirudin Shari (picture) said once the data sharing plan becomes live, it will make Selangor a smart state in Asean and empower its people, businesses and the public sector via the optimisation of digital technologies.

He said this justifies the need of SDI initiative which ensures good infrastructure, applications and systems are in place to reach the 2025 goals.

“The application of these SDI infrastructures into government operations can ensure faster delivery of citizen services, operations and also realise more possibilities of technology co-development between SSDU and technology giants both local and international,” he said in his keynote address when launching the SDI infrastructure in Shah Alam, Selangor last Friday.

Besides the fast Internet speed through SeGNet and the SSDC cloud data centre provided by TM, Selangor also hired global cloud computing tech provider Amazon Web Services Malaysia Sdn Bhd (AWS) to manage the SSDC facility via AWS outposts — a fully managed services by AWS.

Fortune 500 firm based in California, NetApp Inc, will provide a peering technology on the AWS Outposts in Malaysia to enable state entities to relocate their servers into SSDC and have full access to the cloud computing services run locally on AWS Outposts.

Amirudin also said the state will continue to explore all aspects of digital features provided by global firms in the world, including to leverage the growing interest of cryptocurrency and its underlying technology, blockchain.

“That is the future, some of our initiatives like Selangor Advance try to understand and get the framework of the cryptocurrency and (its systems) in some of our features like Citizen E-Payment and e-wallets.

“We have to move forward in blockchain technology, that is the future. There is a need for that, so that we get fast results and transparent management and governance. We will explore but not necessarily now (for implementation), but of course we need to explore to fulfil the whole ecosystem of the smart state,” he said.

To achieve the smart state agenda, Amirudin said the state government is expected to disburse all of RM369 million allocation from Smart Selangor programmes earlier than scheduled.

The state had earlier committed to make the sum investment only by 2025.

“We saw the need after the disruption caused by the Covid-19 pandemic, so the state decided to accelerate the digitalisation agenda earlier than scheduled,” he added.

SHAH ALAM, 4 MAR 2021: THE public will soon be able to view selected data that is monitored and tracked at the Smart Selangor Operations Centre (SSOC), once the state government decides which data dashboard can be published for public viewing.

“Certain data such as tracking the Smart Selangor bus routes are already available publicly, ” said Selangor Mentri Besar Datuk Seri Amirudin Shari during his visit to SSOC in Dewan Jubli Perak, Shah Alam.

“We are considering to include other types of data such as tracking garbage truck routes for waste management.”

The SSOC cost RM6mil to build, using funding from the Selangor 2020 Budget.

It has been in operation for two months and is run by Smart Selangor Delivery Unit.

“Some of the other data dashboard monitored here are pothole analysis, disaster management, Smart Selangor parking, state Covid-19 data and SSIPR (Sistem Smart Inisiatif Peduli Rakyat), where it tracks registration details and allocation disbursement.

“At the moment, four local councils are also linked to SSOC, with the rest to be included later, ” said Amirudin, naming the four as Kuala Selangor District Council, Hulu Selangor District Council, Kuala Langat District Council and Subang Jaya City Council.

He said SSOC, believed to be the first of its kind in Malaysia, was one of 60 Smart Selangor initiatives in line with the state government’s efforts to make Selangor the premier smart state by 2025.

“SSOC was created to house a number of key agencies involved in day-to-day operations such as bus services, waste collection and security as well as quicker disaster management related to open burning, pollution and floods.

“SSOC is also able to provide feedback and the latest information on the state government’s efforts to address the Covid-19 pandemic, through the Selangor Task Force Covid (STFC) which also operates here, ” he added.

According to its website, the SSOC “is a state-of-the-art situational awareness, operational intelligence and analytical dashboard integrated system and the best-of-breed integrated solutions capable of consuming numerous varieties of machine data to service a broad range of use cases.

“The system displays data from the Smart Selangor initiatives in a structured visualisation on the dashboard for quick analysis and response.”

It operates based on a C5i principle — command, control, communication, computer, collaboration and intelligence.

On Selangor’s Covid-19 economic stimulus called Pakej Kita Selangor, Amirudin said 32% of the RM73.87mil allocated for its 20 initiatives had been spent as of March 1.

“RM24.73mil has been spent to benefit 108,545 Selangor residents thus far.

“Six initiatives are also fully completed, ” he said, adding that Pakej Kita Selangor data was also monitored at SSOC.

The completed initiatives are food aid for hospital frontliners (RM1.6mil), flood aid (RM2mil), write-off for Selangor Foundation student loans (RM7.7mil), SSOC and Smart Selangor Centre of Excellence operations (RM7.5mil), postponement of three months’ rent for Skim Smart Sewa participants (RM1mil) as well as rent exemption or deferment for PPR and council housing (RM1.7mil).

Amirudin was accompanied by state secretary Datuk Nor Azmie Diron and six state executive councillors during his visit.

SELANGOR, 3 MARCH 2021: Selangor is expected to leverage huge real data to enable the state to administrate more efficiently through the Smart Selangor Operation Centre (SSOC) in Shah Alam, Selangor.

Mentri Besar Datuk Seri Amirudin Shari (picture) said the RM6 million data centre supervised by the Selangor State Delivery Unit, will allow the government to monitor almost all of the updated data needed on a daily basis.

Among the data that has been centralised at the centre include pothole reports and response, waste management as well as the state’s bus operations and congestion statuses in Selangor.

“We have already shared some of the data with the public like real-time movement of state busses.

“Soon, we hope to publicise more information for the benefit of the people, such as the live locations of the garbage truck and alerting the people in the case of disaster.

“It is important that we make good use of the data,” he told the press after attending the briefing on SSOC operation today.

SSOC was established in line with the state’s vision to become a regional smart state by 2025.

SHAH ALAM, 22 JAN 2021: The 24-hour Covid-19 mobile operational room will commence its operation at the Smart Selangor C5i Operation Centre (SSOC) to monitor the pandemic more effectively.

Smart Selangor Delivery Unit (SSDU) said the control centre will document assistance management and support operational control management with Federal agencies which includes having a centralised Covid-19 monitoring system to monitor the state’s pandemic situation in Real Time.

“The control centre costs RM6 million in total expenditure to be built and has the ability to operate 24 hours straight with a high-speed internet network.

“It is also equipped with a hybrid data centre and centralised communication system as well as the Smart Data Platform that is complete with the ability to analyse Big Data,” the agency said.

Further elaborating, the SSDU said that the construction of the SSOC at the Dewan Jubli Perak in Selangor State Secretariat Building was completed in December 2020.

According to the statement, the SSOC covers five integrated functions namely instructional, control, communicative, computational, collaborative and teamwork.

“The formation of the SSOC is one of 60 initiatives under the Smart Selangor programmes which is led by the SSDU to propel Selangor into becoming a liveable smart state in the Asean region by 2025,” it said.
