SHAH ALAM, May 20, 2022 — The Selangor government and The Hive Southeast Asia (THSEA) have inked a memorandum of understanding (MoU) to launch a collaboration for THSEA to share its co-creation methodologies to develop the Smart Selangor Digital initiatives.

The MoU was signed by the state-owned company Smart Selangor Delivery Unit (SSDU) managing director Dr Fahmi Ngah and THSEA managing partner Dato’ Syed Haizam Jamalullail during The Hive Annual Summit 2022 held at the Four Seasons Hotel, Palo Alto, USA, on May 16.

Fahmi said the collaboration is a result of their continuous efforts in developing the Selangor Smart State initiative.

“By collaborating with global and industrial partners, we hope to bring over the best practices and technologies in Silicon Valley to develop more AI (Artificial Intelligence) based technology startups in Selangor, hence, realizing a more sustainable smart economy ecosystem for the Selangor state, he said in a statement.

Meanwhile, Syed Haizam said this collaboration signifies their acknowledgment of SSDU’s capabilities as the program manager for its state’s Smart Selangor programme.

“(The programme) It provided the talent qualities of Selangor’s local startups and opportunities to enhance the startup ecosystems not only in Selangor and Malaysia but also to the wider South-East Asian region,” he said.

The signing of the MoU was witnessed by Selangor state executive councilor for investment and trade Dato’ Teng Chang Khim, Invest Selangor Bhd chief executive officer Dato’ Hasan Azhari Idris, Selangor Deputy State Secretary (Development) Dr Nor Fuad Abdul Hamid, Penjana Kapital Sdn. Bhd chief investment officer Taufiq Iskandar and The Hive LLC founder and managing director TM Ravi.

THSEA is a third addition to The Hive LLC which is based in Silicon Valley, USA, after the establishment of The Hive Brazil and The Hive India.

THSEA said it will utilise The Hive LLC Silicon Valley’s trusted co-creation process, venture studio models and its seed capital funds which are also matched by Malaysia’s Dana Penjana Nasional, to provide startup launchpads in Selangor, which will be co-created under the Selangor’s Smart State programme through SSDU and its other state entities.

The Hive LLC is a fund and co-creation studio that collaborates with entrepreneurs and corporations to create and launch AI-based startups.

SELANGOR is now fully migrating its parking system and allowing the public to exchange any available paper-based coupon into Smart Selangor Parking (SSP) application credits.

Users who still have unutilised and unexpired coupons can transfer the coupons’ values into their SSP accounts starting March 26, 2022.

Exco for local government and public transport, Ng Sze Han (picture) said this decision is to address the public concern after the state’s announcement to abolish the paper-based coupon system to SSP instructing all municipalities to replace it into digital method starting April 1 this year.

“The Selangor government acknowledges people’s worries that their unused coupons would be deemed invalid due to this migration.

“We assure the public that any unutilised amounts and unexpired coupons are safe and transferrable into user’s SSP accounts,” Ng said.

Paper coupon holders are required to download and install the SSP app available in Google Play store, Apple App Store or Huawei Store, and register as an SSP user to exchange the coupons, to enable this process SSDU Innovations Sdn Bhd will organise three series of exchange programmes for parking coupons at multiple locations to alert the citizens to transfer their coupon credits into their SSP accounts.

“At these programmes, all coupons from different local councils will be accepted for transfer,” he said.

The programme will be available at following venue and date:

  • March 26 to March 28 — Dewan Serbaguna Majlis Bandaraya Subang Jaya SS15 (10am to 5pm).
  • April 2 to April 3 — Dewan Sivik Majlis Bandaray Petaling Jaya (10am to 4pm).
  • April 9 to April 10 — Dewan Jenjarum Majlis Bandaraya Shah Alam Seksyen 11 (10am to 4pm).

Users who miss the exchange programmes can also make the transaction at Innovative Technologies & Systems Sdn Bhd office at F-4-G, Jalan Multimedia 7/AG, I-City, Seksyen 7, 40000, Shah Alam.

Additionally, from April 1 to 30, 2022, the paper coupon holders may go to their respective municipality offices for this purpose. However, each council can only process coupons that belong to them.

SSDU also has been actively recruiting SSP eKupon agents across Selangor including convenience stores like KK Super Mart, postage hubs like ParcelHub and other convenience stores.

Ng added that road users who do not have smartphones may use the SSP eKupon agents service at KK Super Marts, ParcelHub and other convenience shops displaying the SSP eKupon stickers.

Currently, there are 263 KK Super Marts across Selangor where users can perform their parking and reload payments through the SSP app.

The process will only require users to state their vehicle plate number and the parking duration, as well as provide an email address for digital receipt, if required.

The Selangor state government will use the Smart Road Asset Management System (SRAMS) for the quicker and more efficient monitoring, identification and repairing of damaged roads in the state, the Selangor Journal wrote.

The technology used by the system is developed by state-backed subsidiary Selgem, and combines artificial intelligence, detection and light expansion, according to the Selangor Journal. The equipment deployed includes smart drones and 360-degree cameras, and is aimed at facilitating the process of identifying road damage – such as potholes – automatically, and to digitise workflow and processing of complaints, it said.

This system will support the application for reporting potholes in roads (IRS) created by the Smart Selangor Delivery Unit, with the aim of making it easier for members of the public to file complaints which are accompanied by photos.

SRAMS will also help government agencies analyse the condition of highway assets which have been affected by the major floods that occured in Selangor late last year, said Selangor MB Datuk Seri Amirudin Shari.

“Through this system, user can not only file reports on a road’s quality and the shape of the ground surface, but also include [reports of] other accessories such as lights, traffic lights and road dividers. The system is very efficient, hence why we requested [that] it be combined with IRS, whereas before reports were made by the public through Waze,” Amirudin said.

All local authorities (PBTs) in the state will use the system by June, in order to standardise assets and road maintenance, he added. “We will see how it goes, perhaps by the middle of the year we will combine the system with all PBTs, as for the time being it is still with the Selangor public works department,” the Selangor MB said.

THE PJ City Bus and Smart Selangor free bus services for Malaysians should be seen as an “exclusive initiative” by the Selangor government for locals to enjoy the various public facilities in the state.

“The move to charge foreigners a 90sen fare is actually a common method by a government (in other countries) to differentiate the privileges citizens and foreigners would be entitled to when using services provided by the government,” said SSDU Innovations Sdn Bhd (Smart Selangor Delivery Unit or SSDU).

“This is similar to that of hospital or health clinic services, where charges vary for citizens versus foreigners.”

SSDU said this in a statement, following online articles quoting several NGOs that called for the Selangor government to rescind the 90sen fare for foreigners using the PJ City Bus services.

While the 90sen fare for foreigners using the free PJ City Bus service started on Sunday (Jan 15), SSDU pointed out that a similar move to also charge 90sen fee for foreigners started in March 2021 for all Smart Selangor bus services operated by all local councils in Selangor.

“The Smart Selangor bus service aims to provide a comfortable and free public transport service for Malaysian citizens, particularly those who reside in Selangor,” continued SSDU in its statement.

“The 90 sen fee for foreigners using Smart Selangor and PJ City Bus services is not a form of discrimination or oppression.

“The money will be used for the maintenance of these buses and to partially cover the cost of running such services for the public.

“The move to introduce fee charges since 2021 has been supported by locals as they feel 90sen is a nominal fee for using buses that are clean, comfortable and air-conditioned.”

According to Petaling Jaya City Council (MBPJ), almost 15% of PJ City Bus users were made up of foreigners.

Locals will have to scan a QR code on the Citizen E-Payment (Cepat) app when boarding and departing the bus.

Senior citizens and children were exempted from this move; the former just needed to show their MyKad to the bus driver as proof of identity.

SHAH ALAM, 16 MAC 2022 : Kerajaan Selangor menggunakan Sistem Pengurusan Aset Jalan Pintar bagi memantau, mengenal pasti dan membaiki jalan raya rosak dengan lebih pantas dan efisien.

Sistem yang menyokong aplikasi pelaporan jalan berlubang (IRS) yang diwujudkan Smart Selangor Delivery Unit sebelum ini turut memudahkan orang ramai membuat aduan secara bergambar.

Dato’ Menteri Besar Dato’ Seri Amirudin Shari menjelaskan ia juga membantu agensi kerajaan menganalisis keadaan aset jalan raya yang terkesan susulan bah besar Disember tahun lalu.

“Melalui sistem ini, pengguna bukan sahaja boleh membuat aduan mengenai kualiti jalan dan bentuk muka bumi tetapi aksesori lain seperti lampu, lampu isyarat dan pembahagi jalan.

“Sistem ini sangat berkesan, sebab itu kita minta digabungkan dengan IRS yang mana sebelum ini memberi peluang pelaporan kepada awam dalam sistem Waze,” katanya selepas melancarkan sistem itu hari ini.

Ditemui di pusat pentadbiran rasmi Kerajaan Negeri di sini, Amirudin menambah kaedah pelaporan aduan akan diperluas ke media sosial menggunakan tanda pagar khas.

Beliau turut memaklumkan sistem itu diguna pakai di seluruh pihak berkuasa tempatan (PBT) selewat-lewatnya Jun tahun ini bagi menyeragam penyelenggaraan aset dan jalan raya.

“Kita lihat perjalanannya, mungkin pertengahan tahun ini kita akan mula menggabungkan sistem ini dengan semua PBT, ketika ini masih lagi dengan Jabatan Kerja Raya Selangor,” katanya.

Teknologi dibangunkan Selgem Sdn Bhd (Selgem) melalui tenaga pakar tempatan pada awal 2021 menggabungkan teknologi kecerdasan buatan (AI), pengesanan dan perluasan cahaya (LiDAR).

Turut dilengkapi dron pintar dan kamera 360, ia merangkumi proses pengecaman kerosakan jalan seperti lubang secara automatik, pendigitalan aliran kerja dan aduan.

SHAH ALAM, 14 MAR 2022: Sultan Selangor, Sultan Sharafuddin Idris Shah berkenan kerajaan negeri memberi penekanan lebih serius terhadap usaha menangani masalah banjir yang semakin kerap berlaku.

Ia termasuk menyediakan pelan kerja mendalam dan melebarkan sungai, sistem perparitan dan membina kunci air di lokasi penting dengan mengambil kira kadar taburan hujan serta jadual air pasang laut.

Sultan Sharafuddin menzahirkan rasa sedih dan dukacita berkenaan kerana melihat kesan kerosakan teruk akibat banjir yang terpaksa dihadapi oleh rakyat.

Baginda bertitah, kerajaan bukan saja menanggung kerugian, malah, rakyat akan terbeban jika semua pihak masih tidak serius dan sambil lewa dalam mendepani bencana itu.

“Sejak tragedi banjir besar di Selangor pada 1971, kita sudah belajar untuk menyediakan pelan tindakan sebelum dan selepas banjir apatah lagi dengan jumlah penduduk yang kini mencecah lebih 6.5 juta orang.

“Kerajaan Negeri harus mempunyai perancangan masa depan yang lebih efektif supaya rakyat tidak lagi merana dengan masalah banjir,” titah baginda ketika menyempurnakan istiadat pembukaan Persidangan Dewan Negeri Selangor Ke-14, hari ini.

Persidangan penggal kelima selama dua minggu itu dijangka membahaskan isu antaranya bencana banjir, belanjawan negeri dan persediaan menghadapi fasa endemik.

Titah Sultan Sharafuddin, kerajaan negeri dan kerajaan Persekutuan diharap mengenepikan perbezaan fahaman politik supaya dapat bekerjasama menangani masalah banjir di Lembah Klang.

“Kaedah terbaik menangani banjir perlu dikenalpasti segera termasuk mendapatkan khidmat kepakaran serta teknologi baharu dari dalam dan luar negara.

“Beta mahu semua pegawai, agensi dan jabatan di bawah kerajaan negeri lebih proaktif menyelesaikan masalah banjir serta tindakan cepat diambil kerana ia melibatkan nyawa dan kerugian harta benda,” titah baginda.

Baginda bertitah, kerajaan negeri perlu mendepani penggunaan teknologi digital untuk ramalan supaya operasi Smart Disaster Management dapat segera diwujudkan.

“Penggunaan infrastruktur digital Selangor Gigabit Network (SeGNet) dan Smart Selangor Hybrid Cloud Data Centre (SSDC) harus diupayakan kepada semua agensi kerajaan, pejabat daerah dan tanah (PDT) dan pihak berkuasa tempatan (PBT) bagi penyaluran data lebih cepat dan berkesan.

“Pusat kawalan Smart Selangor C5i Operations Centre (SSOC) bagi pengurusan bencana juga harus diperkasakan termasuk penggunaan teknologi kawal perintah dan pemantauan automatik serta mengembangkan penggunaan infrastruktur digital ke setiap PDT,” titah baginda.

Selain itu, Sultan Sharafuddin mahu projek seperti pembinaan ban atau mendalamkan sungai dilakukan dengan sempurna bagi mengelak banjir lebih buruk berlaku.

“Beta juga berharap kerajaan negeri mengukuhkan tindakan penguatkuasaan terhadap pihak yang terlibat dalam kegiatan pencemaran sungai yang menjadi punca utama banjir,” titah baginda.

Dalam pada itu, baginda menzahirkan penghargaan kepada lebih 20,000 petugas sama ada agensi kerajaan negeri dan Persekutuan yang membantu sepanjang operasi banjir sebelum ini.

“Sebanyak 227 pusat pemindahan sementara (PPS) dibuka bagi menempatkan lebih 47,000 mangsa banjir dengan 3,503 aset dan keperluan logistik digerakkan ke kawasan terjejas.

“Kerajaan negeri turut menyalurkan bantuan bagi meringankan beban mangsa banjir menerusi Bantuan Selangor Bangkit (BSB) berjumlah RM106 juta,” katanya.

ASIA PACIFIC, 9 MAR 2022 : Amazon Web Services (AWS) signed a new Cloud Framework Agreement (CFA) with the Malaysian government, together with local IT provider and AWS Partner Radmik Solutions Sdn Bhd, to help accelerate cloud adoption in the public sector and help agencies save costs, boost digital skills, and drive innovation. The CFA enables Radmik Solutions, an IT systems integrator and technology service provider in Malaysia, and now an AWS Managed Service Provider, to provide consulting and technology services to government agencies and contribute towards the growth of Malaysia’s digital economy. AWS is the first international cloud service provider to have concluded and signed a CFA with the Malaysian government, as part of our long-term commitment to support Malaysia’s digital transformation.

Smoothing the path to innovation

Malaysia’s government agencies and departments can now access AWS Cloud services through a streamlined procurement model to drive innovation and digitize government services for citizens. The CFA removes the administrative overhead for individual agencies and departments through favourable, pre-negotiated contract terms and conditions, which streamlines the cloud adoption process for government agencies and helps them save costs as a result of the economies of scale achieved from the aggregated procurement.

Malaysian government agencies now have a consistent approach to access and use all AWS services in any of AWS’s 84 Availability Zones spanning 26 geographic regions around the world, without having to negotiate separate contract terms. They will be able to leverage the breadth and depth of more than 200 fully-featured AWS Cloud services, including AWS’s industry-leading security capabilitiesglobal infrastructure, and comprehensive security and compliance controls validated by third-parties.

“Aligning to Malaysia’s MyDigital initiative, the Government has published a ‘Cloud First Policy’ circular to provide guidelines for adopting cloud computing technology in the implementation of ICT projects to further improve public service delivery,” said Adi Azlan, Principal Assistant Director of the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) at the Prime Minister’s Department.

The flexibility in access to AWS Cloud services encourages experimentation with new ideas to accelerate innovation within the Malaysian government, as well as the ability to deliver new citizen services more quickly and at a reduced cost. The AWS services offered include AWS Enterprise Support to provide close guidance and best practices, and AWS Professional Services for agencies that need to obtain more guidance on complex projects.

Driving local economic growth for public sector organizations

The CFA is part of AWS’s ongoing commitment to support the Malaysian government’s Digital Economy Blueprint, which is the country’s roadmap towards becoming a regional leader in the digital economy. Our Malaysian customers include large public sector organizations, such as the Ministry of Higher Education and the Smart Selangor Delivery Unit in the Selangor State Government, as well as leading companies like Petronas and innovative startups like Storehub.

The Department of Polytechnic and Community College Education in Malaysia’s Ministry of Higher Education used AWS to reduce downtime in delivering education services on its cloud-based learning management system, Curriculum Information Document Online System (CIDOS). Their CIDOS is now the largest integrated cloud-based education platform in Malaysia’s public sector, delivering a full year of academic curriculum online for over 110,000 students and 7,000 lecturers across 36 polytechnics. Additionally, the Selangor State Government adopted AWS Cloud technology to build and run its Citizens Electronic Payments Platform (CEPat), which enables citizens to access paid government services on their mobile or through the web.

The Department of Statistics Malaysia (DOSM), which collects national economic and social statistics, became the first Malaysian federal government agency to migrate to AWS in 2020. While the agency typically only takes three months to conduct Malaysia’s national census, it needed to maintain its costly on-premises infrastructure year-round. By switching to cloud services, DOSM now only uses cloud resources as needed, saving costs and improving scalability. DOSM migrated its citizen-facing services to the cloud using various AWS services and worked alongside AWS Partners Uberfusion and Integriti Padu (IPSB Technology) to handle traffic spikes, improve security, and help census workers access DOSM’s cloud-based e-learning solution. On AWS, DOSM’s census portal can handle 100 percent of its traffic at any time, including at a peak of 200,000 users. In total, DOSM helped nine million users access Malaysia Census Data on AWS.

AWS has an extensive network of AWS Partners in Malaysia, such as Maxis Enterprise and Radmik Solutions, who help support Malaysian businesses and organizations in their cloud journey. Radmik Solutions will offer consulting and technology services to government agencies as the local Managed Services Provider in the CFA.

“We are delighted to collaborate with the world’s leading cloud services provider to accelerate cloud adoption in Malaysia’s public sector,” said Adam Roslly, Managing Director of Radmik Solutions. “This collaboration will give us the speed and connectivity to foster greater innovation and accelerate our customers’ digital transformation.”

Building a digitally-trained workforce

research report by AlphaBeta found that 149 million workers in Asia Pacific apply some form of digital skills in their jobs today. However, the need for advanced cloud computing and data skills in the region is expected to increase five-fold by 2025. Digital skills training will be key to accelerating innovation in Malaysia.

To help accelerate innovation with the Malaysian Government, AWS will provide training support for selected federal government employees via on-demand digital courses, facilitated training events, and instructor-led classroom training. These initiatives aim to help government employees develop the skills and expertise needed to implement cloud technologies at scale, make better data-driven business decisions, and innovate new services to drive improved outcomes for citizens.

This training support is part of AWS’s broader commitment to help develop a digitally-trained workforce to power Malaysia’s digital economy. In January 2022, AWS launched the re/Start program in Malaysia, through free cloud computing courses offered by Malaysia-based UNITAR International University.

Committed to Malaysia for the long term

It will pave the way for an accelerated cloud adoption journey in Malaysia by removing barriers in government technology procurement, allowing government agencies to focus their time and resources on their core mission of improving citizen services.”
