Smart Government

SELANGOR will embark on e-payment for three of its paid services, namely licensing, compound and assessment by October.

This is to be done using mobile app, online and kiosk through the Citizen E-Payment Platform (Cepat) at the local councils of Hulu Selangor, Kuala Selangor and Kajang.

Selangor Mentri Besar Amirudin Shari said Cepat would ideally house together all paid services related to state and local governments and agencies, with payment modes including all 46 e-wallets in the market and major online payment methods.

“Cepat’s development was spearheaded by our Smart Selangor Delivery Unit (SSDU), using citizen requirements in collaboration with local councils, state agencies, financial institutions and e-wallet players, ” he said.

“The Cashless Economy Agenda for Smart Selangor is focused on developing a digital economy ecosystem in the state.

“The success of this effort relies heavily on the continuous collaborations of the government, private sector and citizens, ” he said at the launch of Cepat and the Cashless Economy Agenda for Smart Selangor.

He said Cepat would go live on Oct 1 at Hulu Selangor District Council (MDHS), Kuala Selangor District Council (MDKS) and Kajang Municipal Council (MPKj).

The Cepat mobile app will be available for download via the Google Playstore and Apple App Store from Oct 1 onwards.

SSDU managing director Dr Fahmi Ngah gave a demonstration of the Cepat app to highlight its functions and benefits at the launch.

“When fully integrated, a user will be able to pay for any local council or state agency transactions through Cepat.

“These include assessment, compound, licence renewal, parking, quit rent, utilities and facilities, ” he said.

“It uses a single user ID across all platforms, and offers multiple payment channel options, including e-wallet, JomPay and MyDebit, ” he said.

Dr Fahmi also cited some of the early initiatives done by SSDU with several partners to drive the Cashless Economy Agenda, such as the partnership with Boost app for cashless transactions at Ramadan bazaars across all 12 local councils in Selangor with Kuala Kubu Baru being the first cashless zone in the state.

“We chose three district and municipal councils for Cepat’s initial launch, to show that if councils in the suburbs can come aboard the system, there is no reason why city councils can’t, ” said Dr Fahmi.

“SSDU is targeting to have two more local councils, Air Selangor and Pusat Zakat Selangor on board the Cepat system by the end of this year.”
