Smart Infrastructure

SHAH ALAM, 19 APR 2021 : Selangor is leveraging the disruption caused by Covid-19 crisis to accelerate digitalisation agenda amid the high demand of online operations since January last year.

Smart Selangor Delivery Unit (SSDU) MD Dr Fahmi Ngah said as a start, Selangor has already invested and cooperated with Telekom Malaysia Bhd (TM) to provide the state government with a higher Internet speed connectivity for the state agencies.

Known as Smart Selangor Gigabit Network (SeGNet), TM and SSDU have agreed to upgrade the speed connectivity up to 3Gbps, which will enable public sectors in Selangor to have seamless data processes connected to the state data centre.

The initiative, named Smart Digital Infrastructure (SDI), has four of 12 local councils subscribed to the facility so far.

Besides faster connectivity, TM will also facilitate a localised Smart Selangor Hybrid Cloud Data Centre (SSDC) with Tier-4 ready data storage facility for the state, Fahmi unveiled in his presentation about SDI last Friday.

“This is in line with the MyDigital (Malaysia Digital Economy Blueprint) plan agenda by the federal government which targets 80% of cloud computing services in government agencies by 2022.

“If there is one state which is ready to achieve this, it will be Selangor,” Fahmi added.

The MyDigital initiative, announced in February, is also aiming for the digital economy to contribute 22.6% to GDP and provide 500,000 jobs in the related market.

Fahmi said the agency will still have to convince other local councils, as well as other agencies to invest in the initiative.

SSDU was tasked to make Selangor the smart state in the region by 2025, per blueprint that was set in 2016.

He also said some adjustment was made to the master plan to make sure the “smart” term used by the state will always reflect the needs of the citizens.

From a total of 12 domains in the earlier plan, he said SSDU has shifted its focus to only four domains — Smart Government, Smart Economy, Smart Community and SDI.

Among others, SSDU plans to open as much collected data as possible in the state for its residence by 2025, to prove the level of reliability and transparency of the system that can be enjoyed by the citizens through the Internet of Things.

For instance, the waste management data daily collected and managed by the SSDU command centre will be useful information to check and keep tab the service levels provided by the waste collector.

As of now, all garbage trucks in the state are being monitored by the command centre via live GPS installed in the lorry collector.

Selangor Mentri Besar Datuk Seri Amirudin Shari (picture) said once the data sharing plan becomes live, it will make Selangor a smart state in Asean and empower its people, businesses and the public sector via the optimisation of digital technologies.

He said this justifies the need of SDI initiative which ensures good infrastructure, applications and systems are in place to reach the 2025 goals.

“The application of these SDI infrastructures into government operations can ensure faster delivery of citizen services, operations and also realise more possibilities of technology co-development between SSDU and technology giants both local and international,” he said in his keynote address when launching the SDI infrastructure in Shah Alam, Selangor last Friday.

Besides the fast Internet speed through SeGNet and the SSDC cloud data centre provided by TM, Selangor also hired global cloud computing tech provider Amazon Web Services Malaysia Sdn Bhd (AWS) to manage the SSDC facility via AWS outposts — a fully managed services by AWS.

Fortune 500 firm based in California, NetApp Inc, will provide a peering technology on the AWS Outposts in Malaysia to enable state entities to relocate their servers into SSDC and have full access to the cloud computing services run locally on AWS Outposts.

Amirudin also said the state will continue to explore all aspects of digital features provided by global firms in the world, including to leverage the growing interest of cryptocurrency and its underlying technology, blockchain.

“That is the future, some of our initiatives like Selangor Advance try to understand and get the framework of the cryptocurrency and (its systems) in some of our features like Citizen E-Payment and e-wallets.

“We have to move forward in blockchain technology, that is the future. There is a need for that, so that we get fast results and transparent management and governance. We will explore but not necessarily now (for implementation), but of course we need to explore to fulfil the whole ecosystem of the smart state,” he said.

To achieve the smart state agenda, Amirudin said the state government is expected to disburse all of RM369 million allocation from Smart Selangor programmes earlier than scheduled.

The state had earlier committed to make the sum investment only by 2025.

“We saw the need after the disruption caused by the Covid-19 pandemic, so the state decided to accelerate the digitalisation agenda earlier than scheduled,” he added.
